Entrepreneur and art collector Carl Robert Peltzer (1846–1940) was born in Narva. His father, Napoleon, a Dutch citizen, was a co-owner of the Narva woolen factory. Carl Robert earned a doctorate in philosophy in Germany but dedicated his entire life to the Narva woolen factory. Following his father’s example, he was a member of the “Harmony” society. Until 1923, he also served as the French consul in Narva.

As a collector, his main interests were porcelain and tinware. His collection was confiscated by Soviet authorities and is now preserved in various museums across Estonia, including the Narva Museum.
